  27. I've gotten this message exactly the same way, and I found that my modem 
  28. defaults, upon powerup, to thinking there is a carrier signal (the CD 
  29. light is on) because I told it to ignore everything and just trust me.
  30. (This way it never hangs up unless I tell it to.) You can change the 
  31. settings on your modem and save them as defaults. The string "&D2" might 
  32. work, but check your manual, I'm not totally sure.
